The key offices in Malaybalay and the corresponding number of personnel that are mandated to ensure the good of all its citizens and to provide quality public service.

The City Mayor’s Office -- Exercises control and supervision over all local administrative offices in the City. The Mayor’s office has 18 permanent staff.

Sangguniang Panlungsod -- Enacts ordinances and issues regulations that are necessary to promote the propriety and general welfare of the City’s residents; ensure the health, safety, comfort and convenience of its constituents, maintain peace and order, improve and promote high public morals, and ensure the protection of the properties within the City’s jurisdiction. There are 12 elected Sangguniang members and a permanent Sangguniang Panlungsod secretary.

City Planning and Development Office -- Formulates and proposes integrated economic, social, physical and human development plans and policies for the City, which would then be considered by the local government development council. The planning office has 16 permanent staff.

City Planning and Development Officer: Mr. Herculano S. Ronolo

City Budget Office -- Exercises general supervision and control over budgeting process, reviews and consolidates the budget estimates of the different offices of the City Government and the barangays. This office has 13 permanent staff.

City Budget Officer: Ms. Arlene A. Ho

Office of the City Treasurer -- Collects all moneys and revenues accruing to the City and issues proper receipts thereof showing the date, the amount due, the name of the person making the payment and the amount upon which it is paid; disburses all City funds and other funds entrusted to him by law or competent authority, in accordance with duly authorized appropriations and upon properly executed voucher bearing the approval of the proper authorization. There are 23 permanent employees in this office.

City Treasurer: Mr. Danilo D. Lino-ay

City Assessors Office -- Establishes a systematic method of assessment of real property in the manner prescribed by law and in accordance with rules and regulations by the Department of Finance; prepares, installs and maintains a system of tax mapping showing graphically all property subject to assessment in the City and gathers all necessary data concerning the same. This office has 17 permanent staff.

City Assessor: Mr. Salvador E. Lorzano, Sr.

Office of the City Engineer -- Takes charge of all surveying and engineering works in the City; and performs such services in connection with public improvements, or any other work entered upon or projected by the City or any office thereof. There are 39 permanent employees in this office.

City Engineer: Engr. Teodocio I. Pabillaran

City Accounting Office -- Examines and verifies journal entries of disbursements, revenues and other miscellaneous accounting activities, keeps records of financial transaction and posts them to general and subsidiary ledgers; balances books and prepares monthly trial balance. There are 20 permanent staff in this office.

City Social Welfare and Development Office -- Identifies the basic needs of the needy, the disadvantaged and the impoverished and develops and implement appropriate measures to alleviate their problems and improve their living conditions. This office has only 14 permanent staff.

City Health Office -- Formulates measures for the consideration of the Sangguniang Panlungsod and provides technical assistance and support to the City Mayor in carrying out the activities to ensure the delivery of basic services and provision of adequate facilities relative to health service. There are 40 permanent staff in this office.

City Agriculture Office -- Ensures that maximum assistance and access to resources in the production, processing and marketing of agricultural and marine products are extended to farmer, fishermen, and local entrepreneurs. This office has 41 permanent staff.

Office of the City Civil Registrar -- Develops plans and strategies for civil registry activities and implements the same upon approval by the City Mayor. This office has 10 permanent employees.
